In this case only a nod, a wink, a laugh, a smile or some other often non-verbal acknowledgment is all that is needed to let the speaker know that you know what she or he meant when s/he gave out the first part of the proverb.

For example, a native English speaker need only say, "Birds of a feather...." and the listeners, if native English speakers will know instinctively the rest of the proverb.... "...flock together."

The ending need not even be said, and indeed is often left unsaid.

Likewise, if someone says, "Penny wise..." the rest of the group will know the proverb's ending.

There is no need to say, "...pound foolish".

There are numerous messages encased in that proverb, so if one is familiar with the proverb one gets the message. If one has not learned that proverb, the meaning goes over your head.
