The French verb evoluer can be employed in many contexts and is a regular verb. It gives the noun évolution (f) and évolué = evolved ; developed, civilized, advanced.
It can also be used to express an image (figurative meaning). Here are some examples using the French verb evoluer:

Le Gouvernement veut apporter des réponses aux Français qui, depuis un an, voient leur train de vie réduit à cause de l'inflation. Pour leur défense, les Ministres déclarent que le problème ne provient pas de leurs réformes, tout au contraire, et qu'il faudra du temps et une meilleure entente entre le peuple et ses dirigeants pour que les changements déjà opérés soient efficaces.
Selon les hauts dignitaires de l'Etat, la mésentente des Français est due à un mauvais échange d'informations et à une absence de clarté de leur part. Ils comptent remédier à cette situation en diffusant des spots télévisés promouvant les décisions "phares" prises par le Gouvernement, et qui, selon lui, sont tout à l'avantage des Français.
Car le peuple n'est pas dupe, ce que ses dirigeants lui octroient d'un côté, ils le lui reprendront de l'autre. Ainsi, les dépenses faramineuses engendrées par ce "coup de pub" n'endormiront qu'une minorité de personnes, et ne diminuera certainement pas le mécontentement des masses.
Aussi, l'argent investit dans cette opération aurait pu servir des causes à caractère beaucoup plus prioritaires telles que le déficit de la Sécurité Sociale, la problématique des retraites ou encore améliorer la situation de personnes sans logement ou mal logées.

June 2008. Evolution in the cost of French living.
The Government wants to bring answers to the French who, for one year, saw they standard of living reduced by inflation. In their defence, the Ministers say the problem does not come from their reforms, on the contrary/just the opposite, and that time and a better relationship between the people and its leaders will be necessary to make the changes already made more efficient.
According to the heads of State, the misunderstanding of the French is due to a bad transfer/exchange of information and to an absence of clarity on their part.
They intend to remedy the situation by broadcasting TV ads that promote the "flagship" decisions made by the Government which, according to them, are very advantageous for the French.
As the people are not to be fooled, these leaders give with one hand; they will take from the French on the other. Thus, the substantial expenses generated by this publicity stunt are going to lull only a minority of people, and will certainly not diminish the discontentment of the masses.
Moreover, the money invested in this campaign could have been used for higher priority cases such as the deficit in the French Health Service, the problem of retirement pensions or even to improve the situation of people without housing or living in unsanitary lodgings.
